Last evening, after the troops had been fed, and the fires were banked for the night, a glow appeared to all within the camp from the surrounding trees. As the glow came nearer, all could see that the light emanated from an Elven female of wondrous beauty. The creatures of the wood seemed to grow quiet as she passed beneath the stately trees. As she entered our camp, the birds seemed to start singing and the forest became alive with noise. The troops also felt enheartened by her mere presence, and I hastened to welcome her to our poor camp. "I am called Galadriel, and I am glad to welcome you to the fight against the Darkness. I will seek out any of you who have mage skill and see if I can be of any small assistance to them." As she passed among the troops, even the tired among us felt rejuvenated and blessed that she had deigned to spend some time among us. For each Mage she found, she spoke of the spells they knew. To some, she imparted some of the ancient knowledge. And with that she left by entering the forest, which seemed to just swallow her from sight.

Free Peoples: If encountered by a Free Peoples force, Galadriel will offer to increase the mage rank of any attached characters (usually 10-15 points), and will possibly teach a spell or two as well. She may also increase the morale of the army (usually 10-20 points). (Bobbins)
Free Peoples: I moved in an army to her location and got her encounter in a recent turn. I had one other character do an 870 order to also join the army. Net results were the army commander (also a mage) got +4 mage skill and teleport. The character that did the 870 order got NO mage skill increase, however he also got teleport. And additionally, my army (unfed) gained 9 points of morale (speedracer75 on MEPBM Discord)
Neutral: If Galadriel runs into a Neutral force, she'll destroy a large number of troops with spells. She won't, however, harm any characters traveling with the armies, even if the armies are disbanded. (Bobbins)

Galadriel's ring, Nenya (#12), Mage +50 can be stolen from Galadriel.
She also carries the Mirror of Galadriel (#163), Mage +40, Allows 910 - Scout Area. Can this be stolemn as well?
Celeborn and Galadriel can't, to my knowledge, be encountered by lone characters. They only interact with characters attached to an army, the effects varying depending on the allegiance:
Both Celeborn and Galadriel tend to range Lorien, Southern Mirkwood, and sometimes the Anduin Vales. Both have on occasion crossed the mountains into Rhudaur and even Angmar. They affect pop center loyalty, increasing it when the pop center belongs to the Free Peoples and decreasing it when the pop center is in the hands of the Dark Servants or Neutrals.
Note that Galadriel carries the artifacts 'Galadriel's Mirror' and Varya, giving her a +90 to her mage rank. Rumors also have Galadriel with artifact 164 (Tintelpe). She's an extremely formidable foe in combat, generally unbeatable by any opponent (challenge rank estimated to be around 122+ (212+)). Galadriel's ranks are as follows: Command 20 29, Agent 20-29, Emissary 70-79, Mage 100+. Celeborn carries no known artifacts, and has a challenge rank somewhere around 79. Celeborn's ranks are as follows: Command 60-69, Agent 10-19, Mage 20-29.
