This order allows a character with emissary skill to discover rumours and secrets regarding other nations, including the locations of larger enemy population centres. These may be true, or may have been deliberately spread by that nation. If the character wishes to focus on secrets about a particular nation, then the order should be given in a population centre owned by that nation. The number of secrets, and the success of the attempt to focus on a specific nation, is determined by their emissary rank.
