This order allows a character with mage skill to forget from 1-6 known spells in order to allow them to learn more spells. Forgetting one spell on a list will not cause the character to lose other spells below or above it in the list. This can be useful if a spell is learned with a low casting rank, since the spell can be forgotten and relearned in one turn, with, hopefully, a higher casting rank.
