Mumakhil are only encountered in Harad and surrounding area.

Mumakil will sometimes attack armies they encounter without provocation. Rather surprising, but the sources are good. Must have Cavalry in your army to be able to recruit them. (Bobbins)
If encountered by an army with cavalry, they're automatically recruited into the army. They give the army a big combat bonus, although it seems to vary from battle to battle. Mumakil will sometimes attack an army without provocation.
