It was early in the morning, and realizing that he was near a settlement, [Character] was determined to find a cobbler to fix the loose heel on his boot. As he entered the town, however, he noticed a crowd beginning to gather around an old man. In strident tones the man was complaining about the current mayor’s excesses, about the behavior of the guards and their lack of concern when he was, only that morning, robbed and beaten, about the poor repair of the streets, and indeed, about anything else that came to his mind. Clearly the old man’s was a well-worn axe to grind, but [Character] noticed that his words were beginning to have an effect on his growing audience, especially on certain members of the crowd, who were becoming increasingly agitated.
